I think the proper course of action here would be to purchase one VL license of Win10 Pro. Non-profits have a history of overbuying licenses because they get them dirt cheap and usually someone who doesn’t understand licensing is behind the purchases.

If you did that on all the PC’s you’d be registering the OEM keys with Microsoft and you would have a valid Windows 10 license for that pc only. You couldn’t build a custom computer and transfer a license. Those activation are tied to that piece of hardware. You should be able to purchase Windows 10 volume license upgrades at some point and have your volume licenses be up to date. If using tech soup, that should be really cheap. They were incorrect in saying that you were not eligible for the free upgrade.
